米国上院歳出委員会が、米国国立科学財団（NSF）に対して、両方のUS-ELT計画を直ちに最終設計審査段階へ進めるよう表明

2025年7月17日（現地時間）、米国連邦議会上院の歳出委員会において、商務・司法・科学に係る2026年度（2025年10月～2026年9月）歳出法案が承認され、その内容が公表されました。

【米国超大型望遠鏡（US-ELT）計画（30m望遠鏡TMTおよび巨大マゼラン望遠鏡GMTの2基で構成）に関する記述の抜粋・和訳】
「当委員会（注：上院歳出委員会）は、米国の研究コミュニティが幅広く利用できるよう、堅固なユーザーサポートシステムおよびデータアーカイブを備える両半球における米国超大型望遠鏡（US-ELT）計画を引き続き強く支持する。これは、Public Law 118–42に付随する合同説明書の第C部およびAstro2020の方針と一致している。米国国立科学財団（NSF）は、連邦政府に追加負担をかけることなく、両方のUS-ELT計画を直ちに最終設計審査段階へ進めなければならない。さらにNSFは、2027年度の予算要求において適切な「大型研究設備施設建設」資金が含まれるよう、国立科学委員会の承認プロセスの枠組みの中で、2026年度中にこれらAstro2020優先プロジェクトの設計を進めることが奨励される。米国の地上天文学プログラムは、1世紀以上にわたりこの重要な基礎科学分野のリーダーであり続けており、NSFは学術機関の所属にかかわらず科学者に開かれたアクセスを保証してきた。US-ELT計画 は前例のない科学的発見の機会を提供し、米国の主要同盟国を含む連邦政府以外のパートナーによって50％の費用負担が行われるという特長を持った、連邦政府が実施する唯一の大型科学計画である。本法の施行から90日以内に、NSFは議会の方針をどのように実施する予定かについて、当委員会に報告しなければならない。」

また、NSFの2026年度予算については、大統領の提案である予算教書で提案された39億ドルに対し、上院法案では前年度と同水準の約90億ドルが提案されています。

これから下院案の詳細が公表される予定で、各院で異なる内容の法案が決議された場合、両院協議会で調整し、その法案が本会議で可決されれば、大統領に送付され、その署名を得て法律として成立します。今回の法案は、US-ELT計画の今後の推進や国際的な連携の強化に向けた大きな後押しとなることが期待されます。

The Committee remains strongly supportive of a two-hemisphere, U.S. Extremely Large Telescope [USELT] program with a robust user support system and data archive to ensure broad U.S. community access. This is consistent with the direction in division C of the joint explanatory statement accompanying Public Law 118-42 and Astro2020. NSF shall immediately advance both USELTs into final design review, at no cost to the Federal Government. Further, NSF, within the construct of the National Science Board approval process, is encouraged to advance the design of these Astro2020 priority projects during fiscal year 2026 so that appropriate Major Research Equipment and Facilities Construction funds can be included in the fiscal year 2027 budget request. The U.S. ground-based astronomy program has been the leader in this critical basic science for more than a century, and the NSF has helped ensure open access to scientists regardless of their academic institution affiliation. The USELT program will provide unprecedented opportunities for scientific discovery and represents the only major science program undertaken by the Federal Government with a 50 percent cost share by non-Federal partners, including major U.S. allies. Not later than 90 days after enactment of this act, NSF shall brief the Committee about how the Foundation intends to implement this congressional direction.
